The original source files use Shift JIS character encoding; Windows Notepad does not support that, but text editors like Notepad++ and Notepad2-mod do. If filenames also look corrupted, they can be transcoded imperfectly from DOS-720 to Shift JIS on string-functions.com: for example, "USö┼âGâôâJâEâôâg" becomes "US?ﾅエンカウント". Or use sjisunzip to open the zip files, and it will get the correct name "US版エンカウント" ("US version encounter").
